ENGLISH LANGUAGE LEARNER

Title III is the portion of the Every Child Succeeds Act that serves the English Language Learner student. Through Title III, students who have a primary language other than English receive instruction in English in a specialized setting.  

Per federal law, states are required to assess the English proficiency of all English learners students. Additionally, states are required to annually measure English learners'  progress in reading, writing, listening, and speaking.
